Basically, the 10 points are all things that would happen if Russia admitted defeat, so he's basically demanding a defeat by proxy.
For example: 'the establishment of a special tribunal to prosecute Russian war crimes.'
- like why would he even put that in there if it was not to aggravate Putin. Clearly setting up a tribunal like that rebukes the narrative that Putin's been spinning all along - there's no way he can reasonably agree to have his own soldiers, who he ordered there in the first place, charged with war crimes. That's why this "peace plan" doesn't even have the air of sincerity to it. Its not a true attempt at negotiation.
As I said before, you offer the Russian bear a face-saving way to retreat without losing esteem. First see what parts of Ukraine that they've annexed that they will return and then turn to "water treatment" and "grain production" and all those sorts of things that he's demanding. That would be reasonable.
