Well, yes, most countries at war would want to start negotiations if they realize their military enterprise is no longer worth it - this is ideal for opponents who can then push them more in the direction they want them to go; ie. they become more pliable and easier to compromise with.

I wouldn't encourage it, but I would pose the question - What price do you put on world peace? Perhaps Alaska wouldn't be too hard a bargain depending on the circumstances.
