Yea it's not logical at all, but the boomer generation are fond of hoarding and they don't like to give things up easily, even if it's well past its expiration date.
I suppose it's natural to want to stay relevant, but we need to establish rules and regulations that appreciate that aspect of human nature and set concrete time limits which preclude the elderly from retaining positions past the appropriate time.
It's possible to keep people in an advisory role, but I think if the national retirement age is 65, then 65 should be the cut-off point.
