You're 100% correct in that the nation-state, or government, has thus far played the role of protecting capital, that's why I wrote the section on Direct Democracy.

Changing our system of governance will inevitably change which master the government serves. When the people control public policy via direct democracy the government will have to serve the people. No other option.
